Department for Business, Energy & Industrial Strategy (BEIS)
Over a seven year period, we worked as part of a regulatory design team at the Department for Business, Energy & Industrial Strategy (BEIS) (formally DECC) developing regulatory arrangements for the introduction of smart metering in the GB electricity and gas sector. This included the development of the governance arrangements (Code Panel arrangements) and had particular responsibility for developing the commercial arrangements for the Smart Energy Code (SEC) i.e. the charging of central costs to stakeholders. This assignment included engagement with a range of stakeholders via working groups, bilateral discussions and public consultations, developing internal policy papers for review and preparing drafting instructions for BEIS’s legal advisors and engaging with the legal drafting process. This assignment also covered matters related to the provision of Communications Hubs and the enrolment and adoption of first generation (SMETS1) smart meters. This assignment began in 2011 and finished in late in 2018.
