Guernsey - GCRA

We are current retained by Guernsey Competition & Regulatory Authority (GCRA) to advise on the development and implementation of the island’s energy policy.

Previously, over an extended period, d&i were advisers to Guernsey’s regulatory body, the Office of Utility Regulation, which is now part of GCRA. We provided advise on the regulation of transmission, generation and retail aspects of the incumbent businesses’ activities. This included: price controls; development of transmission reporting regimes; connection charging policies; the assessment of retail competition options. We also assessed the operation and implications of the purchase arrangements made by Guernsey Electricity Limited across the interconnector. This involved liaison with the regulated entity, the public and senior politicians. We also advised on the price controls for both the telecoms and postal utilities. The assessment of models and the development of new models to support the price control process was a major element of our work.
