Guernsey - Office of Utility Regulation
During a six years period d&i were advisers to Guernsey’s regulatory body, the Office of Utility Regulation ,which is now part of The Channel Islands Competition and Regulatory Authorities - (CICRA). We provided advise on the regulation of transmission, generation and retail aspects of the incumbent businesses’ activities. This has included: price controls; development of transmission reporting regimes; connection charging policies; the assessment of retail competition options. We have also assessed the operation and implications of the purchase arrangements made by Guernsey Electricity Limited across the interconnector. This has involved liaison with the regulated entity, the public and senior politicians.
We have also advised on the price controls for both the telecoms and postal utilities. The assessment of models and the development of new models to support the price control process has been a core element of our work.
