Andrew Jackson and John Bennett have worked closely together for many years, often on the same projects. Both have extensive experience in the industry and in consulting roles. There there is some commonality in our experience. as we have worked together for nearly 15 years. However, our skills and expertise are complimentary, with John providing an analytical emphasis, and Andrew specialising in regulatory policy matters.


John D Bennett (Director)

John is an experienced management consultant with more than twenty years direct experience in the design, implementation and operation of utility markets. This was initially within an electricity Retailer / Distribution business, and subsequently in a variety of consulting positions.  John specialises in the electricity sector, but has also worked in the regulation of the postal and telecoms sectors, as well as the development of water sector reforms.  John is highly experienced at turning complex theoretical ideas into practical solutions that can be implemented effectively.

John’s main areas of specialisation are focused on:

  • The deregulation of utility markets (the development of operational rules for new market arrangements, leading working groups on commercial/technical crossover issues, development of financial settlement arrangements, risk assessments, retail deregulation, “market failure” planning, establishing and negotiating the financial co-insurance arrangements which underpin wholesale and retail market trading);

  • Commercial strategy (pricing development, assessment of value chain repositioning, market entry strategy); and

  • Developing analytical models and decision support tools (including market analysis, market modelling, and developing bespoke commercial applications such as bidding support spreadsheets).

John holds both a BSc in Mathematics and an MSc in Mathematical Modelling & Computer Simulation.

Andrew Jackson (Director)

Andrew is an experienced consultant with a background in the conceptual development and implementation of market reform.  He has extensive experience in the liberalised utility sector, both within governmental policy areas and for industry clients.  Andrew’s main area of expertise is the electricity sector, but more recent assignments have focused equally on water sector reform. Andrew initially worked for the UK electricity regulator, specialising in the regulation of the wholesale electricity market. He subsequently worked for the Victorian Power Exchange (a System / Market Operator) before becoming a consultant.  Andrew’s specialism is the design and regulation of wholesale markets, and associated arrangements, and he has worked on market development in Europe, and Australia.

Andrew’s main areas of consulting work are focused on:

  • Public and regulatory policy (developing and presenting government initiatives on market reform, commercialisation, market restructuring, privatisation, stakeholder impact assessment);

  • The design, implementation and assessment of competitive market frameworks (assessment of alternative market models, development of market frameworks, stakeholder impact assessment, leading working groups on commercial / technical crossover issues, development of appropriate market governance arrangements); and

  • Market Strategy and contractual arrangements (experience of developing commercial responses to existing and future market conditions, development and negotiation of risk management initiatives).

Andrew holds an BA (in History) and a Master of Business Administration.

David Green (Associate)

David Green has extensive experience as a strategic, commercial, financial, regulatory, economic, mergers and acquisitions, and policy adviser particularly in the water and utility sectors. He has held senior positions in the public and private sector and has played a key role in a number of the most significant policy developments and implementation of industry reforms in the energy and water sectors to take place over the past 20 years in Australia.

In recent years, David has been appointed to a number of key Board positions in the water sector by Governments in Australia including: Director, Murray Darling Basin Authority; Queensland Water Commissioner; and, Director, South East Queensland Water Grid Manager. He has also acted as pro tem Regulator for the water and energy sectors with responsibility for developing, implementing regulatory frameworks and overseeing the sectors for a number of years before establishing and handing over the role to an Independent Regulator. David has also advised the Victorian Government on urban water reform as part of the Victorian High Level Water Reform Group.

David has been closely involved with the National Electricity Market in Australia and advised a number of Governments in the implementation of energy reforms, industry structure and design, implementation of energy markets and infrastructure needs and planning.

Andy Thornton (Associate)

Andy is an experienced analyst whose focus is on data driven decision making. Andy has developed an expertise in pricing which combines his analytical capabilities with a high degree of commercial awareness to develop strategically astute and operationally viable commercial solutions. In order to enable and embed these solutions Andy is able to design and develop the necessary Information Systems (IS). His capability in this discipline has been taken a step further with an MSc focusing on the strategic use of IS and its role within the modern business.

Andy has 5½ years of working in the electricity industry with his time at St Clements focussing on the electricity wholesale market and then at npower developing his pricing acumen within the industrial and commercial supply business. The skills and capabilities developed in the early part of his career have then been transferred successfully to other wholesale and retail businesses within different market sectors.

Andy’s main areas of specialisation are as follows:

  • Commercial Strategy based on Analytics;

  • Micro and Macro Pricing; and

  • Developing models, Information Systems and processes.
