design and implement (d&i) is a specialist regulatory consultancy, founded in July 2002 by Andrew Jackson and John Bennett who have extensive experience of utility reform and continue to work as its main consultants. We have extensive experience in the deregulation of wholesale and retail utility markets in the UK, Europe and Australia providing expert advice on the design, development, and regulation of competitive utility markets (primarily in the electricity and water sectors). Both have held senior positions within market reform programmes, and worked for a diverse cross section of clients within reform processes and established liberalised markets including Government departments, market participants, regulatory bodies and customer groups.
Our practice has been to work with a smaller number of clients over extended periods - in a number of cases over several years. Such assignments reflect both the value of the services we provide, and also close working relations that we have with our main clients.
